CM Rekha Gupta, former CM Kejriwal among those to get notices amid Delhi SIR

ECI publishes list of 33.1 lakh electors, flagged either because of 'logical discrepancies' in details or ‘no mapping’; prominent names in list include former Vice President Jagdeep Dhankhar, former SC judge Justice Madan B. Lokur, Former Union Minister Kapil Sibal, Delhi Minister Parvesh Sahib Singh and MP Bansuri Swaraj

Delhi Chief Minister Rekha Gupta and former Chief Minister Arvind Kejriwal were among 33.1 lakh electors in the Delhi draft electoral roll for whom notices have been generated, either because of “logical discrepancies” in their voter details or because their details were not mapped to the previous Special Intensive Revision (SIR) exercise.

The Delhi Chief Electoral Officer on Friday (September 18, 2026) published the list of electors flagged for discrepancies. Those on the list will have to get their documents verified to feature in the final roll.

Other prominent names to figure in this list include former Vice President Jagdeep Dhankhar and his wife Sudesh Dhankhar, former Supreme Court judge Justice Madan B. Lokur, former Union Minister Kapil Sibal and his wife Promila Sibal, former Union Minister Subramanian Swamy, Delhi Minister Parvesh Sahib Singh, former Delhi BJP president Virendra Kumar Sachdeva, historian Romila Thapar, and New Delhi MP Bansuri Swaraj.

While Congress MP Abhishek Manu Singhvi is also on the list, the slot for the reason his name was flagged was left blank.

Ms. Gupta’s name figures in the list of electors flagged for notices in Part Number 123 of the Shalimar Bagh Assembly constituency. The Election Commission’s (EC’s) software flagged her name for an “age gap of less than 15 years between a parent and progeny”.

Later on Saturday, the electoral registration officer (ERO) of Shalimar Bagh said that following a physical verification of documents at Ms. Gupta’s address, her name has been validated for inclusion in the final electoral roll. “In accordance with the standard operating procedures of the Election Commission of India (ECI), a Notice was issued to the elector & physical field verification was conducted by the designated Booth Level Officer (BLO),” a press note said.

The system also flagged Justice Lokur’s name, saying the age gap between him and his grandfather was not more than 40 years. Justice Lokur is a voter in the Malviya Nagar constituency.

Delhi Minister Mr. Singh's name was flagged for “self-name mismatch”, which means a mismatch between the name given during the current SIR process and the previous roll. Mr. Sachdeva’s name was also flagged for “self-name mismatch”.

There are 11 categories of such discrepancies in Delhi, including a mismatch in names between the current and previous rolls, more than six progeny being linked to the same parent, an age gap of less than 40 years between a voter and a grandparent, and a mismatch in the father’s name or the relative to whom an elector has been linked. Similar categories of mapping anomalies have been identified by the EC in SIR exercises in other States.

Around 19.3 lakh electors in Delhi have been flagged for such “logical discrepancies”.

Mr. Kejriwal’s name, along with those of his parents, Gobind Ram Kejriwal and Gita Devi, wife Sunita Kejriwal and son Pulkit Kejriwal, has been flagged under the “no mapping” category. The names of Mr. Dhankhar and Ms. Dhankhar, Mr. Sibal and Ms. Sibal, Mr. Swamy, and Ms. Thapar were also flagged in this category.

Another name to figure in this category was that of Ms. Swaraj, the daughter of former Union Minister and Delhi Chief Minister Sushma Swaraj and former Mizoram Governor Swaraj Kaushal.

This category covers electors whose details, or those of a close relative, could not be linked to the previous SIR roll during the enumeration exercise.

Electors in the no-mapping category will have to establish their eligibility by submitting documents from the 12 documents prescribed by the EC for the verification process.

A senior election official said prominent leaders and other well-known personalities would not be required to visit hearing centres. EROs will prepare a list of such cases and direct booth-level officers (BLOs) to visit their registered addresses to verify and resolve the discrepancies, the official said.
