One day before the Saturday (October 10, 2026) protest in Delhi called by the Cockroach Janta Party (CJP) and Left groups, demanding the removal of Chief Election Commissioner Gyanesh Kumar, students and Maharashtra-based residents associated with CJP and student groups have been receiving notices and calls from State police instructing them not to participate in the protest or seeking details of their travel to the capital.

A notice dated Thursday (October 8, 2026) sent to a Thane-based hydraulic mechanic stated that “Delhi Police has not granted any permission for CJP protest announced on October 10; we have received confidential information of your participation. So, I, Krushna Kokani, Senior Police Inspector, using the powers given to me under Section 168 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, order that you and your associates must not do any act that could cause a law-and-order problem.”

The notice under Section 168 of BNSS was addressed to Prathamesh Randive.

Mr. Randive said, “I have received four calls on October 8 from police, asking me to visit the police station. I made excuses and did not turn up. I am not going due to work commitments; still, they are harassing.” Mr. Randive volunteered during the CJP protest in Mumbai.

Navi Mumbai resident Chimaji Shinde (68), associated with Aam Aadmi Party, also received the notice from Jyoti Deshmukh, Senior Police Inspector, Kamothe Police Station, Navi Mumbai, saying you may pursue your demands through lawful and judicial means, but not participate in the protest as Delhi Police has not granted permission to CJP.

Chimaji said, “Police has been in touch with me for the last three days; they also came home and asked me not to participate.”

Travel details to participate in protest

Ajni Police Station, Nagpur, has sent a similar notice to a Nagpur-based resident, Bharat Kamlakar Banait. The notice asks for the recipient’s travel details for participating in the agitation at Jantar Mantar ground in Delhi. It mentions questions, including: When will you go? By which vehicle will you go? Which workers or team members will go with you?

“If you do not provide this information, legal action will be taken against you. Please take note of this. Cooperate with the police so that no untoward incident occurs,” it stated.

The notice says the Police Commissioner, Nagpur City, has issued a prohibitory order under Section 37(1)(3) of the Maharashtra Police Act, which is in force throughout Nagpur City. Therefore, I, the Senior Police Inspector, Police Station Ajni, Nagpur, using the powers given to me under Section 168 of the Bharatiya Nagarik Suraksha Sanhita, instruct you as follows.

Mayur Sharma (33) and Azhar Shaikh (28), travelling to Delhi from Borivali on Wednesday (October 7, 2026) received multiple calls from police, asking about their whereabouts. Both are associated with ASIF, the student body. Azhar said, “We had a hunch that police might detain us from Bandra station in Mumbai, so we boarded Maharashtra Samparkar Kranti train from Borivali and got down at Faridabad instead of Delhi.”

A CJP media co-ordinator, who received distress calls from supporters, pointed out the patterns in the issuance of notices and detentions: one, they are being served either to students affiliated with student bodies, activists or to individuals who were detained during the July protest in Mumbai.

Trains cancelled, delayed

In the backdrop of traffic congestion expected on October 10 around the New Delhi and Hazrat Nizamuddin railway station areas, the Railway administration has taken a major decision. According to Western Railway, as per orders of the Railway Board, a total of five trains have been cancelled while the timetable of two trains has been changed. The Railway administration has appealed to passengers to enquire before proceeding to the station, a Central Railway spokesperson said.

The cancelled trains, all departing on October 9, are: 20155 (Dadar to New Delhi), 09309 (Indore to Hazrat Nizamuddin), 12415 (Indore to New Delhi), 12247 (Bandra Terminus to Hazrat Nizamuddin) and 12957 (Sabarmati to New Delhi).
