The Telangana government has issued comprehensive guidelines for the management and monitoring of road safety funds at the State and district levels, with a focus on reducing accidents and improving road safety.
Transport and BC Welfare Minister Ponnam Prabhakar, in a statement on Saturday (October 17, 2026), said the government had issued G.O. Ms. No. 48 in accordance with the guidelines of the Union Ministry of Road Transport and Highways. The measures are aimed at ensuring the effective utilisation of funds and better coordination among departments involved in road safety.
The road safety cess collected under the Telangana Motor Vehicles Taxation (Amendment) Act, 2026, will be credited to the Telangana Road Safety (Non-Lapsable) Fund. The State Road Safety Council, headed by the Chief Minister as Chairperson and the Transport Minister as Vice-Chairperson, will oversee the administration and management of the fund.
To ensure transparency, the government has decided to extend the online accounting system to all districts to facilitate regular monitoring of receipts and expenditure. Accounts relating to the funds at both State and district levels will be subject to mandatory audit by the Comptroller and Auditor General of India (CAG). Details will also be uploaded to the Union Ministry’s portal for access by the Supreme Court Committee on Road Safety.
The government has directed all District Collectors to activate District Road Safety Committees (DRSC) immediately and convene meetings every month. They have also been asked to appoint dedicated road safety coordinators and submit district-level road safety plans.
The police, health, roads and buildings, education departments and the civic bodies have been asked to appoint nodal officers to facilitate coordination on road safety measures.
Agencies and departments, including Telangana Traffic Management, Road and Rail Safety Bureau (TG-TMARS), the National Highways Authority of India (NHAI), 108 emergency services (EMRI), and several departments will have to submit quarterly action-taken reports to the Lead Agency for Road Safety.
The office of the Additional Director General of Police (Road Safety) has also been brought under the purview of the State Road Safety Council to strengthen inter-departmental coordination, Mr. Prabhakar said.
