Chief Minister D.K. Shivakumar unveils ‘Karnataka Model’ as his government marks 100 days

Under the tagline ‘Drudha Karnataka Sankalpa’, Shivakumar announced a slew of programmes, ranging from a scheme to distribute five lakh sites to the poor to the Seva One digital citizen services platform

Seeking to make Karnataka a “model state”, Chief Minister D.K. Shivakumar on Thursday unveiled a slew of initiatives, including the Seva One digital citizen services platform, the Chief Minister Raitha Chaitanya scheme and the BMTC 2.0 mobile application, aimed at taking governance and public services closer to the people.

Marking 100 days of his government under the tagline “Drudha Karnataka Sankalpa”, Mr. Shivakumar also signed a file approving a scheme to distribute five lakh housing sites to landless people, particularly in rural areas, during the current fiscal year (2026-27).

The Chief Minister also outlined his vision for Karnataka and announced plans to establish a Global Investors Department and an NRI Department to attract greater investment to the State.

In the presence of his predecessor, former Chief Minister Siddaramaiah, Mr. Shivakumar launched a Corporate Social Responsibility (CSR) portal to facilitate the development of 1,000 government schools through CSR initiatives during the current year.

Reiterating the government’s commitment to continuing the five guarantee schemes, Mr. Shivakumar said more than ₹1.45 lakh crore had been spent on them so far.

Highlighting his vision for the Karnataka Model, Mr. Shivakumar said it would be based on the principle: “No one left behind. Every region moving forward. One vision for Karnataka. Turning the security of the guarantees into opportunity for all.”

On women’s safety, he said the government would establish squads in every police circle and station to act against gangs, extortionists and habitual offenders. “Zero tolerance, so every citizen can live, work and prosper without fear,” he said.

Referring to the recent installation of 33 gates at the Tungabhadra Dam, Mr. Shivakumar said the Chief Ministers of Karnataka, Andhra Pradesh and Telangana had, for the first time, shared a stage to address issues concerning the river and safeguard nearly 12 lakh hectares of farmland.

“When Karnataka is strong, the South is stronger. And when the South is strong, India is stronger,” he said.

On his government’s Beyond Bengaluru initiative, Mr. Shivakumar said five cities would be developed as growth centres while the tourism potential of the coastal region would be tapped. He also announced that the next Cabinet meeting would be held in Mangaluru.

The government also launched the One Karnataka Mobility App, KSRTC Avatara 2.0, a Retrofit Emission Control Device (RECD) initiative for diesel vehicles, and the Sainik Samman scheme.

The Seva One platform, described by the government as “One Government, One Digital”, is intended to provide citizens with a unified interface to access government services and communicate their requirements to the administration.

The Chief Minister Raitha Chaitanya scheme, aimed at improving farm incomes through timely and location-specific agricultural advice, was initially launched in Mandya, Belagavi, Vijayapura, Hassan and Shivamogga. The scheme is proposed to be extended to all districts.

The BMTC 2.0 mobile application will allow commuters to track buses in real time, check routes and arrival times, purchase tickets digitally, and use a wallet facility.

The government described the measures as part of its focus on “equal opportunity and inclusive development” and its commitment to Karnataka’s overall development.

Mr. Siddaramaiah and Deputy Chief Minister G. Parameshwara shared the stage with Mr. Shivakumar during the initial programme. Later, all Ministers joined them on the stage when Mr. Shivakumar delivered his speech.
