Prohibitory orders in place till August 22; police say CJP has not sought permission for march

The Delhi Police on Sunday said the Cockroach Janta Party (CJP) had not sought any permission for its proposed march to Parliament on July 20.
Owing to the enforcement of Section 163 of the Bharatiya Nagrik Suraksha Sanhita (erstwhile Section 144 CrPC) that prohibits unlawful assembly of more than five persons, no protests, marches or demonstrations will be allowed in New Delhi district and Parliament Street subdivision, except at the designated Jantar Mantar protest site with prior permission.

As per an order of the Assistant Commissioner of Police, Parliament Street Subdivision, the prohibitory orders were put in place on June 24 and will continue till August 22, 2026.
“In view of reports of a proposed march to Parliament by CJP on 20.07.2026 (Monday), Delhi Police hereby categorically clarifies that no permission has been sought or granted for any such protest march or procession,” said Sachin Sharma, Deputy Commissioner of Police (New Delhi).
Ahead of the said march and with the Monsoon Session of Parliament commencing on Monday, the officials said strict security arrangements had been put in place to “ensure public safety, security of protectees, and the protection of vital government installations”.
“Any person violating the prohibitory orders shall be liable for prosecution under Section 223 BNS and other applicable provisions of law,” the DCP said.
“The Parliament Street sub-division is a busy area with heavy vehicular and pedestrian traffic, and that police have received reports indicating that unrestricted public meetings, processions and demonstrations are likely to obstruct traffic, endanger human safety and disturb public tranquillity. Exercising powers under Section 70(1)(b) of the Delhi Police Act, 1978, read with Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), the Assistant Commissioner of Police, Parliament Street, has prohibited the holding of public meetings, assemblies of five or more persons, processions, demonstrations, picketing, dharnas, slogan-shouting and public speeches without prior written permission,” an order from the Assistant Commissioner of Police, Parliament Street Subdivision, said.
The order also prohibited carrying of firearms, banners, placards, lathis, spears, swords, sticks, brickbats, and similar objects.

By Sunday evening, as thousands of protesters turned up to the site, members of the Rapid Action Force, Nagaland Armed Police and the Delhi Police were seen at the entry points, secured with multi-layered barricades.
Elaborate preventive arrangements have been made to ensure law and order during the Parliament session, the officials said. “Preventive deployment will remain in place throughout the Parliament session,” police officers added.
Security has been strengthened around Jantar Mantar, Parliament Street, Central Vista, Connaught Place, Shankar Chowk and other key locations, while rapid response teams have been positioned to respond to any contingency. Several police vans, buses and ambulances could be seen at the protest site. Protesters were frequently being asked to manage the crowd at the site, to keep the emergency gates clear. Announcements of Section 163 enforcement were also being made.
